You can still order them to get out, not preach, etc. The only thing Tom has

done is remove the "Orders" tag. He hasn't forbidden you from telling
someone 
"Get the hell out of Somewhere, immediately!"

Too many people rely on game mechanics to get things done. Try working with 
the other characters, instead of working with the game mechanics.

I thought Gloria was complaining that there wasn't an option to send to a
message to everyone in her region.  Any message not just orders.  I presume
she must mean when she isn't in her region since I believe everyone gets the
option to send to everyone in the region that you are currently in.
