[Discuss] remove "Orders"

You can still order them to get out, not preach, etc. The only thing Tom has 
done is remove the "Orders" tag. He hasn't forbidden you from telling someone 
"Get the hell out of Somewhere, immediately!"

Too many people rely on game mechanics to get things done. Try working with 
the other characters, instead of working with the game mechanics.
