Same reason if I invite people round my place for a party, I reserve the 
right to kick them out if they get totally shitfaced and start making a 
nuisance of themselves. I'm not likely to ask particularly nicely, and I 
doubt a medieval Lord would refrain from ordering, if not the noble 
himself, then certainly his men off the land. The noble would quite 
possibly get offended, but that shouldn't stop the order from being able 
to be sent.
