That *is* the army.  It's not a MODERN army, but it is an army.

Just because the power structure is more complex than a straight chain of command, with the person at the each level giving orders to the people below them, doesn't mean it's not an army.

Now, I'm not saying I agree with this idea: frankly, I don't think it'll have any practical effect aside from the removal of one message type and the changing of another.  But it's not entirely wrong to say that you can't order nobles around if they don't have an oath to you.
