[Discuss] remove stepping down penalties?

Come to think of it, this may go further toward helping
get more war on the islands, and breaking the old tactic of
"recruit up, mass attack, return to capitol to refit, repeat process"
that is a standard on all of the islands now.

Lords on both sides will be pushing for more frequent attacks;
lords whose realms aren't at war will be urging the realm to take
sides and join one.

Down with peace! Up with war!
