[Discuss] remove stepping down penalties?

Region Lords/Dukes need to be earning a certain amount of honor
each month to maintain their position.

But what about peace time when there really isn't any way to gain much 
in the way of honour or prestige? And it's not like you gain 
honour/prestige every battle, especially when you start getting up 
there in stats. Or buro lords (while they do gain h/p from their 
constant work it's like 3 honour a month)? Or lords that really *do* 
need to stay in their region (say they can't get enough knights for 
estates and the region needs constant work)?

While there aren't many ways to get rid of a lord, if someone's 
appointed a lord who is one of those people who sit there collecting 
gold and refusing to do anything for anyone perhaps that wasn't the 
best choice in the first place?
