[Discuss] remove stepping down penalties?

yes, this is a game vs. reality problem.

obviously, in the real world, no one ever wanted to step down.

for the good of the game it is needed, so I like removing the penalty.

Another idea - don't know if it has too many holes in it, but here it goes:

Region Lords/Dukes need to be earning a certain amount of honor
each month to maintain their position.

To eliminate the "campers" who claim they are maintaining their region,
but really just collect gold and don't participate.

I know that it's possible to have a good role player whose character
doesn't move around much, fight much, whatever, 
but I really haven't seen much of that.

Just an idea to work from.
