[Discuss] remove stepping down penalties?

Well I have seen *tons* and tons of people who complain about lack of 
"turnover". One way to encourage it would be to remove the stepping down 
h/p penalties once you have been on the seat for.. lets say a month or two?

Maybe add a bit larger penalties when the char wants to step down 
immidietly? And then they decrease over time to zero.

Maybe even add some bonuses for people who step down after some months 
of service. Like a honour or gold boost? (people see how honourable you 
are by letting youngsters to earn their ropes / local lesser nobles give 
you a monetary gift for good service) or something like that?
