[Discuss] remove "Orders"

I'm thinking about removing the "Orders" message type.

Reason: In the real middle ages, nobles weren't ordered around. Not even 
on the battlefield. Soldiers, yes. Nobles? No. They were _asked_ if they 
would terribly mind to join, in case there's nothing else to do, of course.

So, I think, as I see the game at the moment, for 90% of the stuff sent 
as "Orders", the "Request" message type would be more appropriate, from 
a roleplaying POV. We could replace "Important Orders" with "Urgent 
Request", maybe.
