Slowly, but going. Some regions have been taken, and more are under TO.

The initial regions have almost no population. Production is down around 10%-
15% in all regions. Not only is there no gold, there's no troops in the RCs 
without continual drafting.

Things will pick up quicker once some additional cities get TO's. With high initial 
sympathy in all regions they are running rapidly.

If Tom opened the island up to unlimited emmigration, then the realms would 
be positively swamped with nobles. None of the new nobles would get any 
taxes. Then they'd all be here bitching about there being no tax income, no 
lords want to give them oaths, etc., etc.

No matter how Tom does it, there's going to be a lot of bitching from 
*someone*. And we also don't know what's happening on the other half of the 
island, either. Tom's got that blacked out for some nefarious reason or other.
