It does socially imply.  A new player being instructed will not know
what the status quo is, and will do what he is told because he wants
to get along, including choosing whatever unit type you suggest.  The
alternative is for him to go against the one suggestion he has gotten
from the community, which would be taking a social risk in a new
environment.  By never suggesting, you force him to study his choices
without considering anyone's opinion, which of course is what we all
should do.
