[Discuss] cheating or just smart?

So what about this other method of capital movement? You're at war. Your realm acquires a new city close to the front lines of war from the enemy. Your realm moves the capital to the new city. Having a capital on the enemy's doorstep is most convenient. 
 
I think that situation has good justification in-game despite how it seems rather unfair to your enemy. Don't remind me, I already know that medieval times were horribly unfair and vicious. However, I do hope that moving your entire capital is an expensive endeavor and not as easy as checking a box. So is it?
Moving the capital causes a great drop in region stats across the realm, so any ruler would think twice before doing it in the middle of a war.  Aside from that, I'm pretty sure that it is just a button click for the ruler.  

However, moving the capital to the front is considered cheating.  Recruiting troops only from the capital is a game balance issue and using this fact to gain an advantage is more than just frowned upon.  If a capital is moved closer to a war-front, it better have a whole list of good IC reasons to do it.
