I've brought it to the Titans. So what about this other method of capital
movement? You're at war. Your realm acquires a new city close to the front
lines of war from the enemy. Your realm moves the capital to the new city.
Having a capital on the enemy's doorstep is most convenient.

I think that situation has good justification in-game despite how it seems
rather unfair to your enemy. Don't remind me, I already know that medieval
times were horribly unfair and vicious. However, I do hope that moving your
entire capital is an expensive endeavor and not as easy as checking a box.
So is it?
