Planned and friendly secessions are not illegal. (Not any more. They used to 
be.)

A "strategic secession" has a specific meaning: It is a secession that is creating 
for the purpose of circumventing the game mechanics regarding the recruiting 
of troops. They are done to help the strategic situation in war. If you are not at 
war, are not planning on going to war, and are not doing it to circumvent the 
game mechanics restrictions of recruiting troops, then it can't be a strategic 
secession.

Let's take a theoretical example from the EC: Perdan captures Al Arab from 
Ibladesh, then spins off the city to form the realm of Arabia.The capital of 
Arabia is now several days closer to the front lines, reducing refit/recruiting 
cycle times. Both Perdan and the new Arabia continue to press the war against 
Ibladesh. That is a strategic secession.

If Perdan just decided that it were too big, and seceded the city of Aix to form 
the realm of Aixenpains, that would be a friendly and planned secession, and 
not a strategic secession.

Friendly and planned secessions are legal. Strategic secessions are not.
