And why would you want to form a new realm if you were happy being a
member of the old one? The weather?

You mean, why not find a workaround for inconvenient game mechanics,
instead of suggesting a change?

I don't misunderstand the mechanics at all (and thanks so much for
saying that I do); I simply think that they ought to be changed so
that government is set when a Colony TO is started rather than set
automatically.
