Shadovar seceded from Pian en Luries. It is not a colony.

Yes, it is different. A colony consists of the parent realm moving in and kicking
out the local government to set up a brand new government. It is perfectly
reasonable that they would model the government oafter their own. If it's good
enough for them, it should be good enough for anyone!
A secession is a severing of ties to the parent realm, and creating a new realm
without their consent. The Duke kicks out the parent realm and creates
whatever he wants as a government in their place.
