Um...Yes?  Why not?  Plausible deniability if they lose.  "We didn't 
attack them, it was those war-mongering separatists!"

I have no wish to carry this on much longer but I cannot fathom this.  It's
like Florida seceding from the US with the tacit approval of the US so they
could carry on a war with Cuba.  I just can't see it as something that could
happen, even in a game.
