The primary reason a strategic secession is an abuse is because of  
capital-only recruitment.  If you're seceding for reasons that have  
nothing to do with OOC-reason-imposed gameplay restrictions, I don't  
see any reason to call that abuse.

But is breaking up a realm for the sole purpose of getting around a treaty
believable role-play?  It sounds like power-gaming to me.
