Hmm, if you secede in order to create a second realm to wage war with 
one, as in this case, but the capital is _not_ closer, would that still 
count as strategic?  It's strategic, but only to bypass the treaty, not 
to take advantage of game mechanics... so how would that be considered? 
  I'd be tempted to say that was ok...
