There's a couple of issues here, I think.

In answer to the question you actually asked: that is entirely IC, and  
entirely underhanded.  "Cheating" is a word that should really be  
reserved for OOC abuse of various stripes, so it doesn't apply here.   
However, if I were a ruler on the same continent, I would consider you  
to be quite untrustworthy.

Now, the only other possible issue in here is if you create the new  
realm by secession, and there is a reasonable argument that could be  
made that you seceded it to better pursue a war against a neighbour  
who was far away from your capital.  That would be a strategic  
secession, which *is* abuse.
