Is the following smart game play or cheating?

Your realm signed a treaty agreeing not to attack another realmB. Your 
realm founds the creation of a new realm from newly conquered regions. 
This new realm is bordering realmB and begins conquering realmB's 
regions. Is your realm cheating or just being very smart by side 
stepping the treaty?

Sneaky and underhanded, yes.  But I wouldn't  necessarily call smart 
*or* cheating.
