Yeah, pretty much sucks, doesn't it? Morek went without a judge or general for 
three weeks. In our case the elections never triggered at all. The ruer ended up 
traveling back to the capital and doing some fiddling with the government setup 
before he managed to get it to actually do something. I forget the exact 
method he used to jerk it out of it's funk.
