We have the same problem in the Sultanate of Asena on the EC, only for
us it also applies to general and banker, so all we have is a ruler
and region lords.

Oh, and speaking on that realm, I understand there is some concern
that it was strategically created.  To dispell that, I'd like to just
point out that it was created by a group of people with very different
political views than that of many in Fontan, and that our rights to
create the realm without being promptly attacked were fought and
argued over for weeks.  It's not a puppet realm, nor a strategic
realm, as can be seen that our diplomatic relations have already
entered a place that Fontan refused to go, so...Yeah.
