They don't, but a law is an RP tool - even if it's just a simple message 
drawing attention to the fact that Sir Nasty, Priest of Evilness 
preached his horrible lies in the capital of Goodtopia that allows your 
scribe to do something, it opens a potential storyline that "just RPing 
it" makes more difficult/tedious.
