This is kind of a big deal, at least IMO.  Historically, council
positions and elections have been moderately important.  I realize a
lot of new changes are seeking to get rid of that, but I still think
there may be some noticeable benefits to having the ability to elect a
council....So...how about it...Any chance of a fix?
