Under the guise of 2IC, they can only order their army, not the whole 
realm. Yes, you can have one big army, but that has its own problems 
associated with it.

If you don't like it, though, I suggest you go somewhere that doesn't do 
it - and there are definitely lots of realms like that, especially now 
BT is open - or if you go for marshal or 2IC, try and make sure you're 
not in the army with the general.
