[Discuss] Dwilight Ruler Responsibilities

I would just like to clarify some things about Dwilight, and what are 
the rulers' responsibilities vs what Tom himself intends to take care of.

My understanding is that rulers are to enforce, with OOC bans if 
necessary, the Serious Medieval Atmosphere as regards excessive OOC 
conversation, non-medieval IC conversation, and such.

I am *not* clear on the matter of names.  Right now, the third and last 
round of name changes is still running, but once it is done, if someone 
*still* doesn't have an appropriate name, should rulers OOC ban them?

I wouldn't even ask if it were something that were realm-specific, or 
something that an OOC ban might actually scare them straight from.  But 
in this case, the *only* thing that can actually fix it is a name 
change, a deletion, or a deportation, all of which are things only Tom 
can do.
