Yes, they can. In two of the realms I am in the general is also a Marshal of the 
army. This question was specifically addressed and discussed many time on this 
list.

Also, look at it this way: If Tom didn't want Generals to be able to be appointed 
as Marshals, why would he allow the game to let you do it?
