I don't know... this could ruin some peoples lives having to log on every 2 hours to maintain control. =P We might need Marshals, 2ICs, 3ICs and 4ICs all able to send orders. So taxes would come bi-daily instead of weekly? A couple of days of inactivity and you could build a small fortune.
