Yes, they did. Dead_Angel seceded Eylmon from Riombara to form Caras 
Galadhon and became the Ruler (still is...). 6 weeks later Dead Angel rebelled in 
Avalon and won, thus having 2 rulers on the same island. He stepped down in 
Avalon a couple days later.

Alex Davies says the rules have since changed, and you can no longer secede 
or rebel if you have another ruler character on the same island. I haven't see 
any change notes or announcement about this, though.
