[Discuss] 2 Positions on same Continent

I have 2 characters in Beluaterra in 2 different realms and both are close
to positions in the government. I dont think this is allowed however and I
was wondering if this rule could be changed. When I got my charcters there,
I was new to the game and unaware of the rules. Now since they both are in
good position, I dont feel like making one of them emigrate.

So can this rule be explained and if possible changed?
