This part is particularly worrying in light of Tom's insistence that
the gold levels we had enjoyed in the past were anomalous, and that
we should be getting used to the (largely) reduced levels we are

I understand the need to have limits, and discourage profligate
taxation; however, the situation before was hardly profligate in the
vast majority of cases...
In short, when you can't safely run a tax rate higher than 10-12% in
regions in the Capital perimeter, *and* you're losing gold into the
aether from the realm share, it really makes for a hard adjustment,
especially for realms trying to survive an double invasion--one of
monsters, undead, and daimons, and another invasion of bugs!
It's been getting very discouraging lately...
