Why not just lower the amount it takes to emigrate?  Adventurers  
aren't going to demand the kind of accommodations that nobles will:  
they'd be happy for a bunk and something to eat.

This raises the larger question of game costs for adventurers.  I  
recently had one stuck in prison, with a ransom set for about 100  
gold.  Unless the intent is that adventurers can never be ransomed,  
shouldn't the amount be a lot lower?  Conversely, why do adventurers  
have access to the academy at such low prices?  Shouldn't they have  
to pay a premium to have access to teachers for nobles?
