of presenting forged documents to prove one claim ought to cast a

Perhaps, but that price should not, as you seem to feel, include
having everyone believe the ruler is a despot and the government
horribly corrupt just because he chooses to honour his promise to
another character that they have first choice of the region.
Yes, claims should make you think twice about giving the region to
someone else--but it's foolish to say that no one without a claim
should be appointed by a good, honourable ruler.
