This, it seems to me, is the one really important question that was
never firmly resolved in the major "buy title" threads in the recent
past--a lot of people had opinions, but I don't recall Tom saying
anything definitive on the subject.
My take on it would be that, the way things currently stand (ie,
without implementing James's suggestion of arresting the fraudster),
if someone is caught committing fraud to assert a claim, *any* claim
they hold after that would be tainted by suspicion. There would be
no inconsistency or RP problem with characters and NPCs at least
putting forward the notion that their claims might also have been
proven with fraudulent documents--forgeries so good you couldn't tell.
