Because I have to draw the line _somewhere_. If I draw it too low, 
people who want to run insane tax rates, and counter them with massive 
amounts of civil work, court, etc. would complain. So I set the line way 
beyond anything anyone would ever want to try for real, just so that it 
never stops anyone from doing what he actually wants to do.
