Then the tax setting should take effect from the next turn, not from that
instant.

A lot of possibilities for RP, from my point of perspective. Generates a
new way for a duke to run away just after the tax day. I don't know how it
would all end up, but maybe the duke can set the tax rate to such high value
and then
1. Secede when the regional stats fall down.
2. Help the enemy, by being the *star* traitor within the realm.
As for the 50% tax rate, its upto ones self. He is mad or phycotic, or just
crazy to test the option.
