Um, Vin, you don't seem to understand.

Perdan's Duke set his city's tax rate to 50% for *minutes* and the  
region nearly went rogue.  *And that was the capital!!*

It's not going to get you lots of extra money, mate.  It's just going  
to destroy your region.
