That sounds like a very good idea to me. That way people don't have to try
out the insanely high tax rate and see their stats drop like hell.

Also, I think it is logical that the people revolt against your decision.
Although their taxes aren't collected yet at that rate, they hear about it
and will try to avoid paying taxes at such high rate, alas they revolt
against you. Why they revolt I don't know... in Belgium we pay 50% too. :)
