So far as I can tell, the obsession is James', as his character seems  
to feel that that's the only way her honour can be satisfied.

While that's a legitimate roleplaying position, I see no reason for  
the game mechanics to support it by imposing penalties for refusing  
duels.

Since Tom doesn't see any reason for that, either, I think it's safe  
to say the idea is a non-starter.
