For what Tim is suggesting the person probably would be banned (I don't 
see people wasting their time following the guy around dueling him, 
though some equally assholish people may).  To me a lot of my characters 
have a very strong sense of personal pride, a 25 gold fine simply does 
not appease them.  To some judges it's something you need to deal with 
between the two characters, they see a ban or a fine as overkill.  Even 
if they feel like the person has been insulted.
