First, you yourself say he insulted someone, so I don't see that as an 
abuse.  I doubt an entire realm is going to dislike someone, or be in 
the same region at any given time.  Even my worst characters have had at 
least a few people in the realm who were reasonable.  If it's the judge 
causing trouble and you keep challenging him to a duel, do you really 
think you're going to be around long?  I think if that many people had a 
problem with him they would simply protest him out of office.  For 
extreme cases there are always the titans.
