Sure it should. If the continent hates someones guts, you shouldn't give 
them a high ranking position (*cough* Gauihu *cough*). But that's player 
enforced. The honour limits are nonsense, because as Tim says, they're not 
hgoing to lose bucketloads of honour. Even if someone started overzealously 
hitting every message in BoM as vulgar, I doubt it would take a new noble 
more than a month of normal war to ger enough honour, even if they were 
losing 2 honour a week to vulgarity.
