Well...as an american, I would pronounce Francois  differently in each 
of these examples.  The first would be pronounced "fran-swaz" and the 
second "fran-swa".  So I would be inclined to spell the possessive form 
of Francois as Francois's.  Although, I am sure like many things in the 
English language it really wouldn't matter which way you did it.  I was 
taught the apostrophe at the end was used *only* when the word was plural.
