I agree to this but I feel one issue is not just region maintenance
but also how the regions are treated and/or defended.

Please don't. Bureaucrats would be a pain on the SIs because then
instead of concentrating on warring, people would be on getting more
regions and maintaining them.

Instead, can we have faster TOs and more effective looting. Faster
ways to destroy a region?
