There was earlier this year. When the current ruler was protested, the 
judge got an option to kick them out (which I know because the judge 
told me so OOC).

Might be a republic only thing, might be connected to whether the ruler 
is protested or not, could relate to the alignment of the moon, could be 
a random event - but just because you haven't seen it doesn't mean that 
it doesn't exist somewhere in the database.
