[Discuss] Bug or punishment?

Except if you look at the map you'll see that Xutltec is a Darkan region ;)

In any case, Tom sent an in game notice stating this was not punishment 
a week or so ago, so you could have just let this thread die. I believe 
he also stated as much in this very thread.
