I don't think it's a good thing to make it tougher on big realms, the problem isn't an game code, but a ingame way of playing. I think that the idea of not fighting for a way to long time can solve this one to. One of the days a big realm gets a lot of small angry realms in it's back who will then try to destroy it. If we make it harder on big realms then in my opinion you get part of the fun gone. For every realm tries to become large, but then some might not for they they would get "punished" I don't think we should do that. Every nation wishes ultimate power, it's natural, they'll do that by fighting each other. If you are a large realm you can be a good pray for 3 smaller realms that wish to become larger.
