I have a character in Minas Ithil (Francis Kinsey). I can assure you
that there were Monsters in Lyton and Winham that matched your
description, in combat abilities if not in numbers. The only reason
that I remember them is because they were much harder to kill than the
Monsters I usually see, and they retreat a lot earlier as well.

The ones in Winham took us 3 ticks to kill off. The ones in Lyton ran
off into Falasan lands after we've fought them for 3 ticks.

I don't have the battle reports anymore because the game already
deleted them. I guess you'll just have to take my word for it.

Another argument that I have against the "punishment" theory is that
the Monsters are showing up in Talerium as well:

Huge Battle Fought   (2 hours ago)
Rumours spread and tales are sung about a huge battle in Xutltec:
Talerium vs. (rogue)
Estimated combat strengths: 10000 CS vs. 4000 CS
