(Please don't top post, posting on top of what you're replying to) No, 
it doesn't make RP sense.  You've asked for a tournament to be held, 
you've invited everyone, including that person into your city.  It is 
his birthright to be there.  Again if he's not being noble, report his 
messages and if there's quite a few he will lose quite a bit of honour.  
I'm trying to think of a modern equivalent, but there aren't many birth 
rights anymore.
